IDE Fix Pack 4.5 developer snapshot

Andy's Blog – I’ve put IDE Fix Pack 4.5 back into development as it wasn’t as stable as I wanted it to be. But this also allows me to put new optimizations into the code and improve the performance of older optimizations. Furthermore I added support for RAD Studio XE2+Update 1.
