Creating a TThread in Delphi that can Self-Terminate on Timout

Let's Get Technical – What can you do when a thread becomes deadlocked? Better yet, how can you create an instance of Delphi's TThread class that terminates itself if it becomes deadlocked or unreasonably slow?This is the question that I had to address recently.
