If you need a privacy policy and/or terms or service for your web site / app try Google docs. They have a template for each, Word may also have one but I don’t have a version to check right now.
There are many sites online that promise to make one but I’ve found quite a few that are bait and switch, after you have put in the effort and then try to download the file you need to pay for the download. There’s nothing wrong with paying, but many are not upfront. With Google docs you could link to the actual doc if your unsure how to add it to your website or don’t have a domain to host it.
